A mixed review. As the Los Angeles Police Department’s nonlethal weapons researcher in 1979-1980 (and as one of the sources interviewed by Mr. Stroud for this book), I was disappointed with several of his erroneous assertions and context omissions. For example, Mr. Stroud concludes that it was a negative thing for LAPD to adopt the TASER nearly 40 years ago, but he sheds no light on the reasons we did so. In the wake of the tragic 1979 shooting of Eulia Love (a woman with a butcher knife in a standoff with police who eventually shot her when she attacked), the Police Commission and Chief Daryl F. Gates directed that we try to find a less injurious way of ending such violent incidents. Also, practically every night people under the influence of the drug PCP were causing major injuries to officers, others, and themselves. (They still do, along with psychosis brought on by cocaine, meth, and other illicit drugs, as well as severe mentally ill persons.) Properly used TASERs provide a very effective way to end those incidents less injuriously. Emphasize: properly used.Mr. Stroud further asserts that almost 1,100 people have been “killed by TASERs.†But autopsy reports rarely ascribe TASER as a factor in the death, and even Amnesty International (which has no love for TASERs or any police use of force) issued a report in 2008 that acknowledged that the numbers of non-shooting, arrest-related deaths in this country had not increased in the wake of wide deployment of TASERs. Correlation is not causation! Those unfortunate deaths of drug-addled and mentally ill people continue at a pace of hundreds each year, whether or not TASERs are used. Mr. Stroud also fails to acknowledge the dramatic drop in shootings involving many police departments after they obtained TASERs.Mr. Stroud chastises the Chicago police for outfitting all officers with TASERs and body-worn cameras in the wake of the controversial shooting of Laquan McDonald, his position being that technology doesn’t solve the police behavior problem. But he apparently missed the fact that officers at that scene were asking for TASERs, but none arrived in time to make a difference.Among the many context omissions in the book, Mr. Stroud refers to my master’s thesis on the subject of nonlethal weapons, but he fails to note the statistically significant conclusions that TASERs and chemical sprays resulted in far fewer and less severe injuries to suspects and officers, compared to batons, flashlights, and other tactics used to take resisting subjects to the ground.There were quite a few provable misrepresentations and context omissions about the controversial Rodney King, Eulia Love, and Michael Brown incidents, among other examples. These can only be explained by the author’s personal biases, as he certainly had access to the relevant source documents. And the major errors about historic Los Angeles population and numbers of officers on the force were simply jaw-dropping! Bad source material, or major misinterpretation at work there.TASERs are a major focus of the book, but not the only focus. The chapter about inventor Jack Cover (whom I knew very well) is interesting and generally well done despite the several factual errors and context omissions.Mr. Stroud succeeds in his mission to raise concerns about the influence of technological innovations in law enforcement. When he references reputable historic source material, it is interesting history.
